In addition to tax requirements, there are other conditions that must be met. The applicant must be under 50 years old and have no record of participating in any prohibited organizations or activities. If the tax payments exceed the prescribed limit, the age limit may be raised to 55 years old.

If an applicant is currently working for a government or public institution, they must provide proof of permission to transfer their household registration. The application process takes from 1 to 2 months once all the required documents have been submitted.
