Shenzhen, as a city with rapid economic development, attracts a large number of people to migrate there each year. In order to better manage the population in the city and to ensure that people who move there have stable jobs and income, the government has introduced a new policy on tax payment for those who apply for household registration in 2023.
According to the policy, those who meet one of the following conditions can apply for household registration in Shenzhen in 2023:
Firstly, enterprise legal representatives or persons in charge whose cumulative tax payment amounts have been over 3 million RMB for three consecutive years.
Secondly, individuals who own a sole proprietorship enterprise whose cumulative tax payment amount is over 600,000 RMB, or natural persons who are shareholders in limited liability companies, partnership enterprises, and whose investment accounts for more than 60% of the paid-in capital, and whose cumulative tax payment amount is over 600,000 RMB but under different tax categories from sole proprietorship enterprises.
Thirdly, individual business owners whose cumulative tax payment amount is over 300,000 RMB for three consecutive years.
Fourthly, individuals who have paid personal income tax over 240,000 RMB legally for three consecutive years in Shenzhen.
Besides, people who apply for household registration must meet the following requirements:
Firstly, their age must not exceed 50 years old. If their tax payment amount is over 1 times of specified standard, the age limit for household registration can be extended to those who are younger than 55 years old.
Secondly, if the “service place” column in their household registration book indicates that their work unit belongs to the department of the government or public institutions, they need to provide a non-permanent agreement from their workplace, or change the “service place” information in the household registration book.
Lastly, the applicants need to have no record of participating in any prohibited organizations or activities.
In terms of required materials, applicants need to provide tax payment certificates, business registration certificates with the official seal from the industry and commerce bureau, household registration books, ID cards, and marriage certificates (if applicable).
The application process takes 1-2 months.

Under the new policy, people who move to Shenzhen need to earn a stable income and pay a certain amount of taxes to be eligible for household registration. The policy is aimed at improving the living environment and community harmony in the city.
